BRIEF HISTORY & ORGANIZATIONAL PURPOSE

           In 1992, the Moral Recovery Program (MRP), proposed by SEN. LETICIA RAMOS SHAHANI, became law by virtue of Presidential Proclamation 62 otherwise known as the MRP. Since its inception and implementation and together with other accredited organization, DR. ADIEL H. DE TORRES has actively carried out the MRP program in all the provinces of Region IV. He has greatly involved voluntarily to this program as a very young man then by performing different and various functions. He started out driving for the MRP instructors and for his father Rev. MARIO R. DE TORRES who was the regional chairman then of the Moral Recovery Program in CALABARZON in the mid- 1990’s. DR. ADIEL DE TORRES was greatly involved also in preparing, conceptualizing and implementing training programs and modules and has become a resource speaker in various religious, community and government gatherings. He has made this part of his present ministerial duty being the pastor of Carpenter’s House Baptist Church and as a Baptist missionary to the Philippines. He has used his influence and ties with international friends and organizations to further his desire to help government especially the PNP to reach out to the community and our men in uniform. Aside from the fact of being a godson to the good senator who authored the Moral Recovery Program, his patriotic spirit and evangelistic drive coupled with a compassionate heart has made the Task Force move forward to a better position of service.

 

Several PNP officers have helped DR. ADIEL DE TORRES with what was to become the Task Force TAGALIGTAS. SSUPT MELVIN MONGCAL has been one of those even when he was a senior inspector. Upon working with the PNP-SAFTS in Fort. Sto. Domingo during the command and leadership of then CINSP CHITO G BERSALUNA and then SINSP ALDRIN ABILA, and through the participation and accommodation of then City Vice-Mayor JOEY CATINDIG of the City of Sta. Rosa, Laguna, Task Force TAGALIGTAS has informally been created. Numerous advocacy programs as well as both school-based and community projects have literally saved individuals especially young people from physical, moral and spiritual degradation and degeneration.

 

At present, Task Force TAGALIGTAS not only have helped many national high schools, youth groups and communities but also the members and different units of the Philippine National Police especially in CALABARZON through different seminar, logistics, moral, and spiritual support. For almost 18 years of continuing service and volunteer labor even before its formal government registration last July 18, 2006, Dr. ADIEL H. DE TORRES along with new allies have seen the necessity and opportunity to further its positive reach to a more number of people both in government and private sectors. Task Force TAGALIGTAS has been an active and willing partner of the Police Regional Office 4-A for the last three years under the good office of SSUPT NESTOR RELLES PASTORAL C,PCRD up to this present moment with many programs and projects on-going.

 

The Task Force TAGALIGTAS has been organized as a non-government (NGO), civic-oriented organization with the following vision, mission, purpose and philosophy under the Securities and Exchange Commission with Registration No CN200611344 in July 18, 2006.

 

VISION: For the glory of God and in the service of man, to be a leading catalyst of building strong moral foundations for lasting peace and prosperity for the betterment of every Filipino community.

 

MISSION: To promote discipline and enhance the morality among the citizenry, both in public and private or multi-sectoral with the end-goal of transforming each Filipino to be better citizens and members of society.

 

PURPOSE: The purpose or purposes for which such organization is formed are:

 

1. To stand for, preserve and pursue the freedom and liberty of proclaiming the Bible which is the very source of morality and upon which all moral standards and positive value emanates.

 

2. To assist the government in the implementation of the Moral Recovery Program, under Presidential Proclamation No. 62 and executive Order No. 319, otherwise known as the Moral Recovery Program and Republic Act 9165 or the Comprehensive Dangerous Drugs Law.

 

3.  To help the PNP, AFP and other government agencies, NGOs, and every Filipino citizen (which includes students and youths) to enhance their physical, moral and spiritual values and well-being.

 

4. To conduct lectures, seminars, and forums in various law enforcement agencies and headquarters, LGUs, GOs, NGOs, including educational institutions on Moral Enhancement, Spiritual development Seminars, Public Accountability and Safety Seminars.

 

5.  To initiate programs and activities orchestrated at the national scale undertaken by locally based organizations supportive of the movement's vision and objective.

 

6.  To provide inspiration and motivation to existing organizations whose objectives are parallel to that of Task Force TAGALIGTAS.

 

7. To unite every Filipino to uphold the highest standard of morality and decency upon which righteousness thrives for the realization of true peace, prosperity and happiness.

 

8. To uphold and protect the democratic way of life and fight for and preserve freedom and liberty.

 

PHILOSOPHY: Our philosophy is that the most effective and meaningful crime prevention (CP) is to build strong moral foundations for lasting peace and prosperity in the community. “Righteousness exalts a nation, but sin is a reproach to any people”. Proverbs 14:34 (KJV)

 

STRATEGY: Our strategy is to organize Task Force TAGALIGTAS which believes that;

 

1. Protecting our community and our young people is not only the duty of the police but is the duty of every citizen and civilians.

 

2. Positive values and upright morality are the foundations of lasting peace.

 

3. Task Force TAGALIGTAS must be organized as a citizens effort in close collaboration with the local PNP.

 

4. Officers and members must be individuals who exemplify moral uprightness and are respected citizens from the community with high regards for morality working in collaboration with law enforcement agencies.

 

PROGRAMS: The Task Group aims to provide continuous program of voluntary service by conducting seminars, forums and training in values formation, peacemaking, legal education and moral enhancement to the Philippine National Police and other law enforcement agencies including governmental agencies and organizations.

 

The activities of the said task group would include:

 

1. Training seminars on:

a. Values education

b. Volunteerism

c. Peace Education Studies

d. Moral Enhancement

e. Graft and Corruption Prevention

f. Dangerous Drugs Prevention

g. Family And Parental Relationships

h. Public Safety and Security Seminars

i. Crisis Management

j. Medical and Dental Outreach Programs

k. Information Technology and Computer Information

 

2.  Linkages with:

a. Various Law Enforcement Agencies and other International Law Enforcements Entities

b. Local and National Government Agencies or Authorities from the PNP and AFP

c. Other Civic Organizations

d. Livelihood and Health Agencies for Poverty Alleviation and Health Concerns.

e. Educational Institutions

f. Government and Non-government Organizations

                                

3. Organize and conduct consultations and conferences at the municipal, provincial, regional, and national level.

 

4. Provide free social services and outreach programs through its participating members by rendering medical, dental, legal, and other humanitarian services.

 

Task Force TAGALIGTAS is a collective effort reflective of the sincere commitment in helping government build strong moral foundations for lasting peace and prosperity. It is an organized voluntary effort purely supported by law-abiding, peace-loving, and the silent moral majority who believes in the government and its agencies and therefore seeks to help in any way we can. The foundation will accept help and support from individuals and other organizations which shares the same conviction and vision that TAGALIGTAS has.
